Zesta prepared pre-application submission for a 68-bed care home, including dementia care within Tewkesbury Borough Council.
The emerging ‘Strategic Gap’ allocation between Bishops Cleeve and Gotherington was a key consideration but Zesta made the case that the development would not necessarily harm the sense of gap. Nonetheless, the site itself is located outside the Bishops Cleeve Settlement Boundary and is set within in a sensitive landscape setting, with views from the AONB. We worked closely with KKE Architects to provide a ‘farm complex approach’ to help to create a visual transition between the built-up area and the countryside. The contemporary glazed link extension with a green roof will minimise the visual impact from short and long-distance vantage points.
It was agreed that due to the need for such facilities across the JCS area, the site on the edge of the Bishops Cleeve Settlement Boundary is acceptable in principle and would accord with emerging policy. It was agreed by Planning Officers that this need can only be met by developing outside of defined settlement boundaries.

Local plans rarely provide enough land to meet identified need for elderly and specialist care accommodation. It is therefore important that schemes like this can come forward through the development management process. This is a great example of high-quality design in an edge of settlement environment.
